eBay China Technology Center of Excellence (CCOE) is a vital overseas research hub in eBay. Ms. Wei Tian, the General Manager of CCOE, was appointed by headquarters to relaunch the platform migration project that saw several failures previously at headquarters. She must consider an ideal candidate and right approaches to lead the project successfully, despite with a team of temporary employees who were comparatively weaker in technical and professional skills. This case is well-suited for courses in leadership, teamwork, employee motivation, organizational behavior and human resource management.
