V.O. Chidambaranar Port Authority’S Journey To A Green Port

This case examines the strategic dilemma faced by the leadership of V.O. Chidambaranar Port Authority (VOCPA) as it seeks to scale its transformation from a conventional Indian major port into a globally competitive green port. Having achieved early success through renewable energy adoption, operational electrification, and the establishment of India’s first port-based green hydrogen pilot, VOCPA now confronts a set of interlinked decisions about pace, prioritization, and trade-offs in its sustainability journey. By 2024, VOCPA had positioned sustainability as a strategic pillar rather than a peripheral compliance activity. Enabled by the Major Port Authorities Act, 2021, and guided by national policy frameworks such as the Harit Sagar – Green Port Guidelines and the Maritime Amrit Kaal Vision 2047, the port had mobilized internal capabilities through a dedicated Green Cell and leveraged private participation under a landlord port model. These initiatives yielded measurable outcomes, including energy self-sufficiency and progress toward carbon-negative operations in Scope 1 and Scope 2 activities. However, the leadership now faced a critical question: how should VOCPA allocate its limited financial, managerial, and organizational capacity across competing sustainability pathways? Scaling green hydrogen infrastructure, expanding renewable energy and shore-to-ship power, investing in smart-port digital systems, and sustaining community and employee-centric initiatives each promised long-term benefits but demanded significant capital and institutional focus. At the same time, cargo growth pressures, evolving global emissions norms, and stakeholder expectations created urgency and risk on multiple fronts. Drawing on comparative insights from leading international ports such as Rotterdam and Busan, the case challenges students to evaluate whether VOCPA should prioritize rapid technological scale-up to establish early-mover advantage, adopt a phased and conservative investment strategy to manage financial risk, or balance technological ambition with social and institutional consolidation. The case thus places students in the role of VOCPA’s decision makers, asking them to assess what success means for a public port authority operating at the intersection of national policy, global sustainability commitments, and commercial competitiveness.
